It started as rain but turned to snow early Wednesday,, bringing one to two inches and hazardous roads because the Virginia Department of Transportation was getting ready for a Thursday snowfall, not a Wednesday coating of white.
Traffic is moving and temperatures are just above freezing. The snow is expected to be moderate to heavy through early afternoon, sometimes dropping more than an inch an hour before switching to rain.
